Are these "Tech Support" methods these god damn "Critical Alert from Microsoft!" and "You have a virus please call the hotline" pop-unders with the message that wont let you close the f**in page?!

This is BHW... that's the way SOME (note that word) methods of IM work, NOT every method. If you don't like that method, don't use it. However, don't call out other members who are less bothered by exploiting the naivity of others.
 
I find those very annoying. I dont understand how any serious website owner would put up those ads..

Well, you only get those popups if you go on certain types of sites you know :-) Know what I mean?? Only joking, its just the nature of business, those types of things work but no thats not really IM, thats just one very very small part of IM.

It works because you evoke emotions in people. That is how most effective advertising works; get the person they are targeting to feel an emotion that causes action.

I am not a fan of tech support scammers but wherever there is money to be made there will be people who want a piece of the pie.
What you should do is study their methods and see how they can be applied to more legitimate marketing.
I have taken apart several campaigns and learnt some interesting techniques which I am experimenting with atm.
