It depends. It's still useful in some situations, getting links indexed and other tactics. You don't blast your money site with it that's for sure.

Correct me if I'm wrong but the quality of most of these software packages' work depends on the URLs / footprints you throw in there right?

Mostly yes, but also depends to their possibility to bypass protections of those URLs/Footprints, to be able to post there your link... Also it depends can automatically software make your post there looking like human made with readable text where it will hide your link... And other stuff...
