[WTH] coder needed for this little thing.

Hey BHW wats up,

So I want to make webpage(kind of) where people with get redirected to custom offer according to their country, device(desktop or mobile), OS, adult or non adult traffic.
It should be easy for me to add offers to every country(don't want to waste time editing php page for every country)
There are few more small features I want in this thing.

Has anyone coded anything close to this or can code? Also this is the first time I would be hiring a coder, I heard finding a decent coder is kinda nightmare hmmm.

The price I am willing to pay is $50-$75, again I've never hired a coder before and don't know if this price is low/high.

Myself, I am a PHP coder who have done similar projects before. And I can handle the redirection based on country,referrer or any of such stuffs. And obviously the thing will be user friendly.
