Firstly, I have a very limited view on what a script is, so please be mindful.

I'm looking for someone who can create a program or script that can sign up for multiple accounts, email accounts or similar, on its own. Something that can bypass a captcha.

I'm looking to hire or buy, please leave comments on the average price of something like this.

From your post it is completely not possible to guess the price because you're not telling us what service you need the script to submit for.
bypassing captcha isn't generally possible but there are numbers of captcha solving services which could be used in the script, but you'll pay for each solved captcha.
I'd say such script can start at $20 but it again it depends
