I see that you have a small budget for links for your project. I hate to break it to you, but for that kind of money, you won't get links from valuable resources that will really transfer link weight to your site. I suggest you focus on quality rather than quantity with this budget. You can make 1 link per week in general, but it will bring you more benefits than 7 from sites with no real traffic and authority.
