Quality content attracts retained visitors and organic links over time, I would not put the entire budget into content but a majority amount, the rest would go to guest posts and PBN/niche-edit links, depending on the scope of the project.

Depends on where you get your content. For my personal projects, I only use the highest quality writers, so I pay $50-100 per article. If it's highly specialized, I've gone all the way up to $200. Obviously, if it's more generalized topics I have cheaper writers, but content is something I don't cheap out on. That being said, there are many decent writers you can hire for $10-25 per article.
