Would this be considered incentive traffic by my affiliate manager?

I'm planning to run a competition to make a website on specified cause, but participants would be encouraged to keep their sites running after it ends. They'd be given my affiliate link to sign up for a hosting (necessary to participate). Do you think it counts as a incentivised traffic? Or is it wiser to mask my traffic source by redirecting it? FYI, my lead volume will be in a couple thousands, not sure if I will be able to fly under the radar, might run multiple accounts on multiple affiliate networks.

by your explanation I assume that's what it calls incentive, however be sure that it works on something like this things anyway on many many time beings. Many network may not carry your needed offer if you insist on that matter anyway.
