Would I get penalized by Big G?

So I decided to help my friend who owns an ecig store in charlotte , nc to do seo for him. He wants to rank for the words vape store charlotte , vapor store charlotte , vapor stores charlotte , ecig store charlotte , e cig store charlotte . As you can see for the most part the keywords are relatively the same. So does it make sense to create a page for each of these keywords and create a different article on each page? Or would I be penalized for this due to Penguin or something ( I admit.. i know nothing about that stuff).. Or would creating just one page that said " vapor stores charlotte" rank for the word vapor store charlotte also? I hope this makes sense. Any help would be appreciated. Thanks again and sorry for such a noob question.

I don't see a reason why you would be penalised for making multiple pages, as this is how I would do it.

I don't think you have any chance to get penalized for creating multiple pages. But if you use duplicate content on your site, there is always a possibility to get penalized. As you said you have no idea about this stuff, I want to help you. Here are the most common reason for being penalized.
Pure Spam Penalty
Cloaking and Redirecting
Stolen Content and Site Hacking
Hidden Keywords, Keyword Stuffing, and Meta-Data Stuffing
Domain Parking
Hosting Services and DNS Providers
Thin or Little content
Link Scamming

1 keyword per page.

Make sure to have unique content on there.

I personally use http://thecontentauthority.com/ I am very specific in my instructions(having the keyword show up 3-4 times), and I pay for the highest type of writing. 400 words will set you back like $15-$20

Then you need relevant backlinks to this article. You can get some from blogs, put the best solution in my opinion is to setup a private blog network (PBN). This offers you more control on the results and quality.

For PBNs, there's people offering services like that in the marketplace section. I learned how to make one mainly from http://source-wave.com/

Disregard all the advice above if you do not want to incur a penalty on your site. It doesn't make sense to create different articles for each keyword because they are very similar to each other. Create one article instead and optimize it for all the keywords you want to rank for.

As SEO Power suggested, a well written single article is good enough to rank for all those keywords. They're not even keywords but synonyms. What you should be concentrating on are the anchor texts on your backlinks. Once your page gained some authority, google will automatically rank that page for all those keywords.

Almost all the keywords are same, so better target in only one page, don't go for multiple pages. Use quality content in that page and start link building, once if you got few quality back links for that page automatically you will be ranked for all that keywords

If I was you I would create one (max two) article(s) and put the keywords in them, you do not need to write an article for each keyword, since they are more or less the same.

I would never create different pages for each of these keywords which google already knows are the same. Optimize a single page for them and you would rank just fine.

There's no difference for SE's if you have one page or many pages... The main thing is that you think about your real visitors, would it be better to present them with one page or many pages? Just think how'd you like to read the site.

Create a site for vape store, then verify it as a local business in charlotte. Google's smart enough to detect what "XX store in YY" means and they'll search for verified locations in YY first. If you don't have a physical store, register it at your home address or some relative's place.

You have chosen good keyword phrase for your keywords. When you have similar keywords like this it is necessary to maintain the keyword density. The best optimal keyword density is 2 - 4 percent. It may vary depends upon the article length.
