There are blogs with 1 link costing $500+ ,still its a good deal for the traffic and metrics. If you wanna spend less build a diversified link profile.
 
Just Waste of money, You can create your own blog with this same budget and get better traffic than the source of backlink page.
 
I got 3 do-follow backlinks for $125 from a site that is higher in the rank, same niche, so I would say no
 
Absolutely Yes, Because of metrics and you get 2 do follow links. But you need to reduce the price.
