No! If you can invest that 700$ into blog content creation might get traffic aswell

I can't pay $700 for a guest post. Not saying it's not worth, but it's not something I would do or recommend someone does.
You could spend much less than that and get same result(SEO-wise).
Unless you're banking on the referral traffic you might get from the guest post. If referral traffic is of importance to you, you might want to choose niche edit on a popular ranking page on the website. This way you would get both the SEO benefits as well as search traffic coming to the page.
