Can anyone point me in the direction of working youtube views right now? I have been using two different panels and the views are not going up in the videos can anybody help or know what to do?

NO they arent.

The views they have are terrible. or slow delivery

I wouldn't buy YouTube views from anywhere except deep web markets (only reasonably good service I've seen), but that comes at a risk too.
Just try to grow your YouTube organically as much as you can.

2 months ago I used High Retention USA views from one of the panels. I bought from 2000-5000 views on 2 videos. I left that account because I found other ways to make a living but checked recently and one video boomed to 50k views, the other one has like 15k views. The rest videos that I didn't buy anything for have ~1000 views. So I can say it worked wonders 2 months ago. Not sure how it looks now.
