Working with freelancers, best way to pay safely

Say I work with freelancers that provide facebook likes, twitter followers etc etc. I currently pay these people with Paypal upfront.

For a few orders this is fine, but when my volume increases so does the risk because I have no contract with these people or other security in place.

Can someone please tel me what is the best way. Paypal is great but you wont really get your money back when this person decides to not deliver any more, right?

Is there a better way?
 
So you are not using a freelance site like Odesk/Elance? They have this in place already. I would never be comfortable paying someone upfront for services like that...
 
You can use Paypal... and have it pull the money from your credit card.

If something goes wrong... then you do a charge back thru the credit card company not paypal...

Of all the chargebacks I have done... I have always gotten my money back.

there are a lot of scammers out there...
 
Use the payment system provided by freelancing sites
 
You should almost definitely use a freelance site. Better people, more bids and safer transactions. I wouldn't trust any other freelancer unless I knew them personally.
 
Thank you all for your answers. I have indeed been using freelancer.com before but after a while its way to much effort to make a new gig for each order. I think, I should go with the option of creating a chargeback with my credit card company.
