So to get instant calls it is better to use script on your html website header.

Honestly I’d be careful with forcing the dialer straight from the page header. What I've seen is that it can make the numbers look exciting for a day or two, but a lot of those calls are low-intent or accidental because people have not even seen enough of the offer yet. In one local campaign we reviewed, average call volume jumped fast after a similar setup, but qualified calls actually fell because 2-5 second hangups started dominating the report. Tbh Google also learns from that messy call behavior, so the account can start optimizing toward people who tap fast instead of people who actually talk.

The thing is, if call-only is no longer available, I’ve had better luck with a very fast mobile page, one obvious tap-to-call CTA above the fold, and call reporting that separates real conversations from dead calls. That gives the user 10-15 seconds to understand what they are calling about, which usually improves call quality more than forcing the dialer instantly. Honestly the safer play is making the path to the call shorter, not making it invisible. Once the account sees cleaner call duration data, the campaign usually behaves better too.

I guess that could potentially compromise your AdWords account. I tried something similar in the past, and Google ended up banning me.

There is again a trick, yeah chances for banning is there, but who cares when invoicing account is there to test, and its working for us now.

Yeah it was suspended when we placed directly to header, so we had placed the script under another script but from body tag,
 
Google Ads algorithms are quite advanced nowadays and any such actions that bypass user intent, will result in ad disapproval / account suspension. That type of automatic dialer script will be considered as malicious by Google Ads algorithms.
The desired call must be user-initiated (triggered by a click), not automatic. Use a standard, policy-compliant set up for a "Call" button (if needed with integrated Google Ads conversion tracking), This ensures the dialer only opens when the user actually taps the button.
