Meaning, its not working and they aren't taking customers because there service doesn't work. They are having the same issues all the other index services are having.

I don't see such information anywhere. Where do you see that? For me it is working as usually. And in my opinion others are just thier resellers.
I'm seeing comments like this from years. This is like something "SEO is dead". There is how it works - some users just say nothing worsk and others getting results.

you can try Speed-Links. This is the best link indexing tool based on my experience.
