wordpress vs bootstrap - which is better ?

They seemed very ambigious about it for years, but from a quick search their most recent statement from this year in their documentation goes as follows, stating Core Web Vitals is being used by their ranking systems:

What aspects of page experience are used in ranking?
Core Web Vitals are used by our ranking systems. We recommend site owners achieve good Core Web Vitals for success with Search and to ensure a great user experience generally. Keep in mind that getting good results in reports like Search Console's Core Web Vitals report or third-party tools doesn't guarantee that your pages will rank at the top of Google Search results; there's more to great page experience than Core Web Vitals scores alone. These scores are meant to help you to improve your site for your users overall, and trying to get a perfect score just for SEO reasons may not be the best use of your time.”

I think it's fair to say it is a ranking factor, just not a terribly important one.
Nothing wrong with making your site as fast as possible.

Just do it.

Just don't be obsessed with optimizing page speed, and you are good to go.

Anyway, optimizing page speed is relatively easy if you are not running some enterprise level JS heavy sites.

Guys just use simply static pro plugin. It integrated with GitHub and you just export a static site from WordPress and it pushes to GitHub which you then have in cloudflare pages synced. Ultra fast no viruses all front end decoupled benefits with same WordPress backend. You can work in wp locally even on home PC and push static export in one click update blog. Supports forms too. Not that they aren't just spam nowadays.

Also ghost is very good open source solution

Wp is good and easy to work on. I'm not sure why someone will choose anything else as is very noob friendly :))

Bootstrap? Seriously? If you want to do custom coding, go with tailwindcss. Bootstrap is pure garbage for designing a site. And if you are not a professional, I seriously recommend going with WordPress because front-end development can be more complex than you think.

I recommend you to go with WordPress for earlier stage. When you'll feel stable, then you can migrate time to time.

WordPress is better than other CMS tool.
WordPress popular and easy to use CMS tool for designg websites.
It is fast and secure and user interface also better than other CMS.
Finally winner is WordPress.

Both has pros and cons. Yes, Bootstrap loads way faster but Wordpress is way more user friendly in my humble opinion.
