Enable Caching. so your site can be stored in temporary storage. It will loads the website Quickly and don't have to re download.
Google mainly uses the mobile version of websites in its ranking. so concentrate on mobile version. Use AMP plugin for that.

Regularly Update all the plugins which you are using and clean up your database for the faster website.

In my experience, if you use WP you will never be satisfied :D Don't care too much about speed. Focus on your content.
I often use wp rocket or wp fastest cache, that's enough. If you want to score green on Google speed page, your theme must be very light and have very good hosting. You can use a 3rd party service like RabbitLoader, which can make that green speed score
