If you know basic html, you can also use html templates, some of them have nice javascripts, boostrap and paralax and can look nice as wordpress. Google & try them...
To edit html, try notepad++ .. sometimes dreamweawer can make a lot of mess in the code.. also use firebug or Firefox Developer Edition..
Other free cms: joomla, e107, drupal...
