Which is the best option for blogging WordPress.com or WordPress.org ? What is the main diferences?

if you want to have total control over with you're doing, better having an independent installation an your choice in hosting. If you have all your eggs in one basket more likely than not you'll find issues down the road.

If you want to leech their website's domain authority, then wordpress .com would be the way to go. Otherwise, hosting your own wordpress site has advantages, such as not getting banned and having your content removed, but you will have 0 domain authority to start with via that option.

wordpress.com is a nice and free playground to get a feeling for wp as a newbie without any costs for hosting and domain. after you achieved more experience you can moove over to your selfhosted wordpress to gain full control of your website.

It all depends on your task. You may not need a stand alone blog, and will be enough soc. networks. But if you are sure about choosing WordPress, I recommend WordPress.org . I worked with COM and ORG . ORG Has many limitations in customization. He will ask to pay extra, and you will depend on him.

The main difference is that Wordpress.com is free while Wordpress.org is paid. Also, with Wordpress.org, you host your own website, which is a much better option. This gives you more freedom with your content and plenty of customization options. With Wordpress.org, you can monetize your website, use various plugins, get your own domain name, etc.
On the other hand, Wordpress.com includes ads that you can’t remove from your site, limited options, and you need to use a subdomain.
I recommend Wordpress.org, it’s absolutely worth it.
