withdrawing paypal by re-loadable VCC ?

I have a paypal account(Indian Premier) which is frozen and i cannot supply them any information like my bank acc or credit card.
Now already 3 months are over, no disputes, so i can withdraw my funds.
I can't/don't want to withdraw via bank acc or check.

so only option i have is to withdraw via credit card.

so i need a VCC that can do this for me. It should be reloadable one so that i can transfer funds from paypal to VCC and than VCC to another paypal or elsewhere.

is your account still forzen or active??? if frozen then you have to wait for 180 days. if that is active then I have a solution for you. check and get back to me.

i have already mentioned that 180 days93 months) are over and i get option to withdraw funds. i think thats what u mean by active.
