I think most Europe account vcc works.

For Google Ads, Wise cards (VCCs) of all regions are accepted. If the VCC bin shows as prepaid, then it cannot be used to create (activate) a threshold Google Ads account, but will work for making manual payments (into Google Ads). If the VCC bin does not show as prepaid, then it can be used to create (activate) a threshold Google Ads account, apart from ofcourse making manual payments (into Google Ads).
However, it is better not to use Wise cards in (especially) new Google Ads accounts, as the abuse level is high. Nonetheless, if account creation method is quite solid, then one can use any VCC that gets accepted.
Just as in everything else in life, different people do the same thing, in different ways and hence get different results.
