No, Google only warns that you can't use this phone number to more registrations. As for the use of VPN, I don't think there's any problem.

you mean if ip change on every new connection time then that is not going to problem but ip location must be in same country

The banned may happen if you you double content on your created channel. For me this has happened and my channel deleted for using duplicate content.

for uploading same content in same channel twice? or uploading same content on to different channel? and you got banned or suspended for doing this?

I don't have bandwidth problemsaving my bandwidth and upload speed... $2 for 1GB with 256Kbps upload speed..
in 23$ Unlimited Data with 20mbps speed. So i need i don't need youtube APIis there other benefits of API ?
Ps:- My mein issue is ip. Where should i check my ip is youtube/google safe ?

take a look "wevideo" they use youtube and other video hosting api for direct upload..I don't have bandwidth problem

NO you wont be in trouble unless you do spammy activities with that IP, you will be safe.

Today my 2 account suspended on HMA IP. youtube on Banning.
Account made 2 days ago.
