Will Google show Ads for services that sell Instagram likes or does it fall under the "Establishing dishonest behaviour" category on the policy page? Has one of you tried to advertise such a service and if yes, did Google allow it?

I cant find anything on this topic, which is why i am asking. Technically they say they do not allow ads for fake traffic but if you google search keywords like "buy likes" or "buy followers" there are no ads. At least on my machine. Which makes me think that they block such ads but i do not know for sure.
 
No, they are not going to allow you to advertise such service. Its against their ad policy.

Maybe it works when you sell it in a whole different way?
Do not sell the likes as such, try to create packages, for example 3 story posts & 1 post plus 10000 free likes.
 
It's against their policy, you won't be able to run such ads on fresh accounts, but you can always run ads on aged accounts which are properly warmed up.

That is correct, there are ways to run these ads.

As many members replied, officially such a thing violates Google Ads policies. So, you will have to camouflage it, in order to run it. That is what people with the "deeper" knowledge do. And even then, it may run for 2 days to around 10 days, because if you are not cloaking (rather cloaking properly), someone will report it based on your website content (selling likes, followers, etc).
The people running such campaigns in Adwords (Google Ads) are hustlers who know what expectedly happens and hence keep all backups (accounts, etc) ready with them on an ongoing basis, so that campaigns are always up and running, well, atleast 80% to 90% of the time.
Greyhat and Blackhat Adwords (Google Ads) is now an arena only for hustlers.

Will depend on how the campaign is structured, keywords used and phrased used in the ads
 
Those who say you cannot promote social media likes are correct. Nobody has said why however. When one reads all the policies, it becomes clear that it falls under the sale of free items section of restricted business models. Likes are free and thus you cannot promote a business that provides that service.

What you can do is promote a related service for a fee and provide free likes. But you can't promote selling likes directly.
 
Search this keywords in google "buy Instagram likes" you can't see any ads , So google didn't accept yet this niche , so it is against TOS
 
Experience has taught me that there's always a solution to any of these kind of problems. It's just that the right info is never in plain sight. You'll have to dig a lot or sometimes pay for it.

Another way is to advertise in a different language

Google provides ads for certain languages which are not often accepted in English
