A domain can travel through (be used successfully) in multiple Google Ads accounts (account after account), (even if any on the way get suspended, by chance). However, after the approximately 12th account usage, it cannot be used further in Google Ads WHEN INCASE a message appears "You can no longer advertise this website ... blablabla").

How about mobile app installs on Google ads? Or is it mostly the case for all links?

If you get circumventing system ban once then it will be blacklisted, but you can change server and use it after 2-3 months again.
