I think that RankerX and GSA is a tool which he used for this. I'm used RankerX + GSA to creating to 600 Wiki sites(unique the domain). But I don't sure that they can create more than 1000 Wiki sites now. (I created 5000+ Wiki links a few year ago. But now, it's not possible)
