From personal experience - call yelp sales and start talking setting up paid accounts. Explain you have multiple locations. Start the convo on where is the listing for which you need a paid account. If you get good rapport with the sales rep he will run on over upstairs and have the mods approve your listing.

Yelp has a reputation of extorting people into buying their advertising packages.

If you're having a problem getting your business listed, buy a package and you'll see what I'm talking about.
Suddenly everything will be just fine.

Paying won't get you anywhere. It's basically a blackmail tactic that yelp uses.

That's fucking brilliant of Yelp. They get marketed then blackmail businesses like Angie's List in order to gain revenue from their platform.

I'm interested in trading for reviews if you want.
