It seems that many of the SEO agencies these days claim to do nothing but create good content to get links naturally. But in reality, as the OP says, maybe you will rank in years that way!

My offline (bricks and mortar business owner) client work is all about social media and traffic generation these days. SEO is a consequence (sometimes) of doing those things right for a prolonged period of time.
Ranking does indeed take years that way, but most clients are at best a "2" on the risk aversion scale.
