Why Tiktok is sucks

Hello everyone, I'm trying to create a TikTok business account to make some ads on TikTok based in Iraq but this seems not working because there is no option for targeting an Iraqi audience,
I know TikTok not supporting the Iraq location but,
the thing is there are some ads I see every day targeting Iraq and people have companies inside Iraq advertise for creating business account support Iraq targeting location,
to me, this is really unprofessional
why is TikTok allowing people for creating accounts to support Iraq in some mysterious way and not support it officially?
well, if anyone knows how's that works, please take the mic.

searched for it a lot, found nothing if anyone knows anything,where to start?

there is a lot to say, but my business is based on ads, lately Facebook and Instagram were so bad

You can also help him here and end up helping everyone else too. Or are you trying to sell him something in private? If you are, beware that you can't do that here. So, unless you wanna lose your account, don't.
