The keywords like gta 5 ad apk have big search volume for sure that site run some ads or got some big backlinks due to this they have high ranking

It definitely has age which is major factor. I see first links being build way back in 2013.

The rest is probably PBN magic.

Also, on-page isn't really that bad by the first look (I checked only 2 page tho). Would like to know your criteria.
