Recently, I search some keywords on Google, and surf the results page by page. When i click some results (such as http://a.com/keyword/), it redirects to another page (http://b.com/xxxx/). My questions is: 1. why could this page rank for keywords on Google, 2. does the page exist real content? Thanks for your answer.

That's called cloaking. Some people are using it for organic results, i Saw it.

Google bots see real page with well-formatted article when they visit the page and rank it according to their algo. But, when real users visit the page, they are redirected.

I get these sites showing in my GSC and when I go through to check the site they are always redirect spam. I don't know why Google can't detect these are useless spam but they are building up and I might have to start disavowing them, which I don't fancy doing because you never know how G will respond.

Although cloacking could be an option, it could not be necessarily cloaking

There could be malware both in your computer or in the site... Plenty of times it has happened in my clients sites (mostly WordPress based) and I have to access to solve it. And obviously, they were ranking for plenty of KW.
