Why some cards are declined on Facebook?

It could be your country or facebook has blacklisted the card holder. Try with someone else's card, not yours.

Check your card, is there any problem? Is the card using other services related to Facebook? Is the country you are advertising in restricted?

Make sure you’ve entered all the payment information correctly, including the card number, expiration date, CVV, and billing address.

Review the IP address and country you are using for advertising. You might also want to check if the card you're using is blacklisted.
