Why some cards are declined on Facebook?

If you already tried multiple cards and they all get rejected. It could be one of the country that bans fb advertising.
 
You can change the card or find other card providers, or because of your country the campaign was rejected.
 
If you checked 10 different VCC services with different BINs, then it's definitely not a card problem.

Have you tried all the card providers? I think that among all the card providers you have, there will be some cards that will work. Or are you using the wrong card?

Have you tried another card? What country is it? Maybe that's the reason. And what does it say when your card is declined?

Aren't you just selling CVV?

Maybe your country prohibits advertising on fb. You should use an international payment card.
 
The problem is due to your country's card. And also because Facebook scans, so it rejects all.
