It is my opinion that Google+ was created by Google to slowly get rid of the value of traditional back links and attribute real people to the "voting up" of websites and items that affect rankings in the SERPS. This is a long way off, but it's my opinion that it's the end goal, attribution of "votes" or "link juice" to real validated people in the Google systems.
It's harder to game a Google+ profile (Gmail, Google Account, WMT, Your Android Device, etc. all interlinked) and in addition to that you get little taddle tales selling out to Google and other so called "Guru's" moaning their heads off like this shameless example below:

It is/was probably a network, and yes that's what happens when you do "cutting edge" SEO to test out Google, but why do these people feel the need to shout from the rooftops about it and complain about it?! SEO is, in it's nature "Black Hat" and cutting edge, regular "White Hat" SEO's are the ones like the douche bag in the given link example, and the ones that bend over and open wide to every single one of Google and Matt Cutt's demands. They forget Google is a money machine out to profit from people, and we're here to play the game with them, not treat them like the police of the internet. Google do not own the internet!
I feel people selling out/reporting these link profiles and link farms are worse than if they were doing negative SEO, they're not helping or contributing anything apart from helping Google, this doesn't help the users of Google! They're moaning and shutting off clever ideas rather than seeing the idea, see if it's working and perform a clever twist on it. They'd rather bitch, moan and complain about "spam" and then tell Google, the very company that is screwing them over in the first place.
Most SEOs that now claim to be pure and "White Hat" are 90% of the time complete douche bags that cannot work their ass from their elbow when it comes SEO, what's more, this idiots profile (the guy telling people to report profiles) reads:
"Discovering new ways to reach connected customers" - Clearly this is a lie. His tag line should read:
"Bending over, not trying anything new and bitching to Google when I find something that might be cutting edge and out ranking me"
