if you are running an campaign, you wont get results just at start. Just you need to spend continously and as you spend campaigns, you will get positive results.
The cpc will go down as you spend, and you will get positive results as you continue to spend.

yes i am spending but sometimes campaign don't spend at all, hardly spends 1$ a day
do you use to get a lot of clicks previously for same keyword?
is it just you are facing problem in new campaign?

Pause the campaign and MAKE NO CHANGES at all whatsoever .... Wait for 24 hours and then unpause the campaign and then see it's performance over the next 48 hours after unpausing it (making no changes to the campaign).
