We don't allow apps that merely provide the same experience as other apps already on Google Play. Apps should provide value to users through creation of unique content or services.
Here are some examples of common violations:
...but after 7 years of experience in Android Market and Google Play, I can say, this policy and crying people are total bullshit.
Reskin is not dead, because:
-Google needs to review apps manualy in huge database to verify repeat content, it's not possible! They would need to hire 50k people to review 2000 new apps daily and they would still make mistakes
-I am still spamming Play Store as before this policy and have good results, zero bans
-yes, we have still AI, so our reskins needs to be more careful:
+change graphics
+change resource files names
+change java code, mostly names of variables, methods, classes
+change string resources
+change Android Manifest
+change libraries versions in build.gradle
Still we can make copyright keywords abuse, spam and all blackhat activity, even Google says you cannot. Personaly, I am not reading Google Policy for years but this time, I need to share my opinion because on forums, reddit and discord channels, I see a lot of tears and panic. Do not panic! When I see such policy and my activity last months, even after policy, I laugh very hard.
This means, our perfect reskin is unique for every AI.
So why is that policy and who can be harmed?
-this is against people, who are uploading hundreds or thousands apps on ONE account with same engine and different content. I see many guys with fonts for Samsung, account with few thousands apps and one font each app. Also, this is against radio, icons, game guides spammers. I see one guy have 300+ apps and every app called Music Player with some keyword variation, it's the same app, same screenshots and promo images, only title is different
IF YOU HAVE 20 APPS / ONE ACCOUNT AND EVERY APP IS JUST RESKIN FROM CHUPAMOBILE, SELL MY APP, CODECANYON - YOU ARE SAFE
-of course you see crying on Reddit because someone is banned for repeated content, it's AI mistake. We have 200k+ android devs and almost 3mln apps, it's normal that AI will make mistakes and harm WHITE HAT DEVELOPERS.
FOR MASS RESKINNERS AND SPAMMERS, IT'S NO PROBLEM IF YOU LOOSE ONE APP OR ONE ACCOUNT IF YOU HAVE DOZENS OF ACCOUNTS!

-first, if you are mass reskinner with TOOLS like build flavors and you are making dozens of hundreds reskins/spam publication/month, it's not important if you get max 1000 installs for your app!

- Creating multiple apps with highly similar content and user experience. If these apps are each small in content volume, developers should consider creating a single app that aggregates all the content.
