It's harder to take action against offshore.
You'd need to ask the hosting company what they allow to be hosted and what's not.
Even though they may promise full DCMA, don't bank your life on it.
Nothing in life is 100% certain, except death.

And this also applies to Cracked softwares and generally any paid content offered for free?
Speak direct to the hosting companies they are the only people who can advise, other people can only guess or comment based on their own experience if they are a client.
