Why I can't give +rep ?

I just wanted to give some rep to someone on this forum for helping me out with something and I found out that I can give him because there is no 'Rep' button in his post.
The only 'rep' buttons that I can see are in my own posts ...
what's wrong ??

Not being able to +rep usually occurs after excessive touching of yourself the night before.
Please don't quote me on this. Let's just go with you having a very fresh account.

You will get the ability to +/- rep after you reach 50 posts or so. This is to prevent abuse.

I'm note sure.. When you press the Give Rep button, it asks you if it is an 'I approve' (+REP) or 'I disapprove" (-REP). Do you get this, or is it different for you?

I always wondered why I cant derep. I have a repbutton since ever and a reportbutton but I had never a derepbutton. And im a Donor... Maybe after some hundred posts?

The derep is handled by the "Give Rep" button. There is no Derep button.

The thanks button is right next to the "quick" edit button on the bottom of the post.

That's exactly correct.

newbie members can't give rep at all
registered members can give +rep, it only gives comment but counts as neutral
regular members can give +rep
jr.vip and up can give +rep or -rep
rep power increases as membership group goes up, when you're on the home page your rep power is listed to the far right of where it says Welcome back UserName

edit - I'm not 100% positive when the +rep power changes from 0 to 1, but when I first hit registered member I gave some +rep that didn't change the members rep count, and I've recieved +rep that showed up as grey and didn't add to rep count. As my membership level went up the rep power changed to 1, but I didn't notice when it happened. I'm just assuming it was at the change to regular member. Definately can't do neg rep though till Jr.Vip.
