If you are not trying to use the accounts solely for thresholds.
Trying to use prepaid ad accounts. Prepaid ad accounts are available in some Asian countries including India.
Prepaid accounts doesn't get banned easily according to my experience.

If your card has been previously added to an account that is currently blocked, then adding this card to other accounts will cause them to be blocked by Facebook as well.

You need to warm up your account before adding a payment method. New accounts when you add tags will encounter abnormalities that will cause them to be banned from advertising.

Most probably because when you add a cc, it applies some kind of flag, which is then checked by one of the representatives. We will never know lol.
I guess when you are trying to promote something through a fb account, it must look legit on the surface (so that it can pass that review). If not, this will happen.

Perhaps because it's a new account and has no spending history, I was also disabled a lot when adding a visa card to a new account.

Facebook is currently experiencing the above situation quite a lot, try sharing your account and warming up for a few hours before adding a payment card. Try with a few different profiles because the old profile may have been flagged, try another vps. If it still can't be fixed then I guess the problem is with the card.
