May be a stupid question, but I really wonder about that. Why does someone that can rank sites sell SEO services instead of buying or creating sites himself and ranking them to keep the whole profit?

SEO services/product is a market in demand and there is demand you supply simple as that.

Why do gurus sell courses teaching how to make 10k a month for $99?

Because real (working) SEO is incredibly expensive due to the fact the real SEO expert are very rare.
The customers with high budget are not idiot and they talk about SEO agency at work meeting, slowly but surely you can earn more and more recurring customers and at the end it can generate so much money than a bunch of $4k amazon affiliate sites.
Now what the point to promise people that they will rank # 1 with a pack of automated links a $127 while it is not possible?
Quick and easy profit because they will never be able to keep their customers.
I run a SEO agency and most of the time the cheapest publication fee is around $85-100, then I still have to pay the writer, the outreach, tax...
So don't expect any acceptable links below $100, you get what you pay for.

Yes, that makes sense. I see these services here promising great results for less than $2k and it made me wonder why they would bother ranking a site for someone else. But yeah, if you charge normally it does make sense.

The simple answer is: Because people want to buy these services.
Good SEO takes experience but it doesn't take actual difficult labor, meaning someone with the skills can earn money by outsourcing most of the work, the end result is it pays well for the hour.

Ultimately its a business decision. Which is more profitable, to rank your own site or rank for customers. SEO takes alot of money and time before you can reap rewards. And to make it worse, Google can make an update and all your investments are gone in blink of an eye.

Because their profit is not proportional to clients' ranking but when you build links to your own sites, you only make the money only if you eventually rank the sites.

Ranking your own site means handling all the back-end work, setting up monetization, etc, and you may not make any profit for several months. Handling a client site means you get a consistent monthly income, possibly even higher than the profit would be on your own site, without needing to handle the rest of the business.
Personally, I do both, and I suspect a lot of people do the same. My client work pays the bills, so if a personal project doesn't work out it's no real loss.

You're right, but I disagree about gurus. I think 99% gurus have no idea how to rank anything. Some do, but most don't.

Most of them have failed in ranking websites and want to pay off their bills so they opt towards selling SEO service which they even know that it is not worth it and won't help.
PS: There are good services also I am just talking about overall.

For several reasons:
- Lack of Knowledge (not everyone knows that they can get more clients by achieving higher ranks on search engines, not everyone has the interest/will to learn SEO)
- Lack of Time (most CEOs of companies won't put their hands on such things, they better outsource it and let some expert do the job for them)
