Why can't they add this feature??

I didn't know where to post, so I'm posting here... I've been in PPD for some days now and have used Cleanfiles and Sharecash... And as I know (I've looked everywhere for this), at least for Cleanfiles and Sharecash, the guy who uploaded a file on these networks (maybe the rest of them too) can't download the file without completing a survey. It would be really cool if they added it...
