So, just replying to threads counts as a post? or do I need to start 15 conversations on their respective forums to get that option activated?

Responding to threads and creating threads outside of the lounge will increase your post/message count, yes.
You have 24 posts on the forum, so you should be able to start a conversation now.

Some things that you might say, to more experienced members:
"Hi bud sorry to bother you, but I seen you had good results in your thread with the 'widget' method, is it still working for you, and what would you say is a good tip to get started for me? thanks"
"Hi, you didn't want to publicly state who your hosting company was, is it a company secret, or would you recommend them for me with regards to my new 'widget' web business?"
"Hi I seen you are looking to share business ideas with someone regarding 'widgets' web publishing, do you mind if I keep you on my contacts list, and update you with what I'm doing, and if possible you could give me some small feedback?"
Thats the type of PM message variation that will get you worthy reply to anything you might want to know, from members who respect their memberships and are happy to help newer members with some simple queries. As for services, of course, you can ask members in the marketplace about their services. Thats the whole point of the marketplace listing and membership. There isn't much you can't ping people in their threads or on other people's threads though when the discussion is relevant. And if you really want to avoid feeling like you are bothering them, post something on their profile page "Hi how are you, could you contact me regarding "magical hairy widgets" ? thanks"

@Panther28 already answered this, but just to re-iterate - you can DM and offer your services IF someone requested the same service in HAF or WTB subforums.
You can also open your sales thread and when people respond to it, you can DM them.
None of the above with the intention to spam. Spamming does not fly on this forum as it's heavily moderated and the members help to keep the rules intact.

Please check again, you should be able to start a conversation now. Sometimes you just need to give the system a bit of time to catch up.

Ok thanks for this but I am confused by the word 'post' does it mean I need to create and post a new thread or commenting like this counts as a post as well?

You can Comments, post a threads, reply a message etc. Everything counts, but in lounge I suppose.
