You need 15 posts to post a thread in there. Posts in Lounge don't increase your post count.

Each main section is BHW has it's rules stick on the top. For example, when you go to https://www.blackhatworld.com/forums/hire-a-freelancer.76/, the first thread is https://www.blackhatworld.com/seo/rules-posting-in-hire-a-freelancer.951769/. And it mentions "Users must have 15+ posts to start a Hire a Freelancer thread".
At this moment you have 8 posts.

There's always been a threshold to post, not just here but in most communities. It helps avoid "bombing", where spammer creates user and bombs several threads before getting banned.
