From what I’ve seen, AdSense often rejects newer sites not because something is wrong with them, but because the site still looks too early and not valuable enough yet from their point of view. You can have manual content, About, Privacy Policy and all the usual trust pages, and still get hit with low quality content.
If the site already has good articles, but traffic is still small, many pages are only just starting to move, and a lot of keywords are still sitting around page 1 or page 2, AdSense may simply see it as a site that is still too raw. So for SEO, the site may already be going in the right direction, but for monetization review it still looks too early.
It feels like AdSense wants sites that already look strong enough to compete with existing publishers, not just newer sites that are still growing into that stage.
