You could try Namecheap or Host-stage. Both pretty good from my experience but plenty of other choices on BHW.

Go with an online provider like AWS if you want speed above all else.
That being said if you have a simple website hawkhost will load everything fast for 5 bucks a month on the shared hosting.
Last time I signed up I had a discount code and got it for $3.50 a month and this time I screwed that up.. so if you happen to look into them and you plan on having it for a while it would be worth looking around for a discount code.
I considered doing AWS this time but the one click install and having the lazy access to use the support tickets is nice.
I figured down the road if this website I'm working on gets real traction I may switch it over to AWS for maximum speed

For 1 site you can get a lot of really good deal, try high end hosting like wpengine, wordpress.com, kinsta, wpx etc for 15$ or so.
Just google
high end super fast web hosting
Or something like that.

Bluehost is a good option in this budget.

Most hosting providers are giving free domain. Bluehost started it.

You need to buy dedicated hosting for this which is not cheap.

It's rare today too finding web hosting who offers good paid ssl for cheap price between $9-18 most not offer to buy ssl certs.
I like more the paid ssl - why? I see on my experience that on chrome an dedge browser I get insecure blank warning when I load the website (with lets encrypt free) , I must refresh the page then it loads the website as secure.
Can not tell what this damm thing is.....
