It's not really an "order system"
He just set each package up through paypal and linked the buttons to the paypal buy page

Yeah but that does mean that he has to log in to paypal and look up if and what someone ordered right?And the customer has no option to see his order or add notes

http://whatwpthemeisthat.com/ tells me that it's not called Dover, however it's likely that it's a renamed child theme.
A good resource to see a website's plugins and themes regardless (as long as it uses WP).
