wordpress is best and blogger is good too
I suggest wordpress for newbies, it is easy and could be any kind of functional website with hundreds of thousands plugs.
Even consider seo, wordpress still the best choice.
But wordpress one big insufficiency, that is php running efficiency, espacially when you want to add more functions to your site with more plugs(most wp plugs were developed by third party), the site more and more big, the speed would more and more slow.
So, if you are going to make a long term running with big plan, I suggest to customize a php platform. Otherwise, wordpress is best choice.

Wordpress is great for blogging. Can't be beat. Outside of that use case it really starts to fall apart though. Joomla on the other hand can do blogging, but not nearly as well.
The solution to this dilemma I usually go with is to use both. It took some experimenting to get the integration working exactly how I wanted it to, but I was very happy with the end result. Wordpress uses Joomla's CSS so it looks exactly the same, has module positions, dynamic menus, etc.

Wordpress for speed but if you want to rank I say hand coded unique (template monster) sites rank way quicker.

everybody will say WORDPRESS but I've listen than Drupal is good too! Also Blogger is powerfull and is free!
