which payment gateway is better?

When selling digital goods I prefer Skrill over PayPal. What is different is that buyer doesn't have as much power and can't charge-back that easily.

2checkout.. is best as to accepts PayPal payments without you having PayPal.. Everyone who will want to buy your products will prefer using PayPal!!!

While I don't recommend 2checkout for some reasons mentioned in https://www.blackhatworld.com/seo/anyone-using-paddle-com-payment-gateway.1118426/, you may want to try Selz (I've never used their service though) or start using Paddle to receive PayPal and Credit/Debit card payments without actually having a PayPal account and a Merchant ID.
I use Paddle for selling my ebooks. They also support selling of software, and subscriptions. You just have to be sure that what you sell isn't in their shit list of https://paddle.com/support/what-products-am-i-not-allowed-to-sell-on-paddle/.
Cool the way they help you auto remind customers who abandoned their carts via email and auto send an invoice to them. And dashboard, buyer interface, and presentation of products are decent altogether.
The only caveat is that you will have to wait till you reach $100 minimum payout in 15th of every month. But this may help you save, anyway.
Experience:
Paddle (yes, cool), and Shoutly (slows to load payment buttons and takes 60 days from the purchase of product to get paid for that single transaction which means it's a case by case tiny payouts to your account. Product presentation is cool but not auto reminders. Not sure about invoicing either.). Sales alert via email: Both Paddle and Shoutly. Custom API integration: Yes, Paddle.
Similar services I haven't experience yet: Selz, FastSpring.

Skrill looks good, it accept payment by credit card, idk if people like to use it when checkout.

All it takes is an email, and the CC company takes care of the money. Digital goods are always risky, no matter which gateway you use. #JustSaying
On topic, I don't know much about stripe as a business owner; so I will prefer paypal. It has served me very well for a long time. I might be wrong though. Stripe could be the better option.

For sure, the risk is always there. PayPal might have changed a bit in a way I don't know (don't really study it either). But it used to be near full interest on buyer side. If the buyer decides to make a charge-back, the seller couldn't do shit.

It still is lol. Now-a-days, if you use paypal for things like media panel and so on, you will be banned in no time (bhw has a lot of complaints related to that). For lower risk stuff such as web development (I say low risk, because of my personal experience. No client has ever charged me back in my life lol.), SAaS systems where you are not breaking any rules (let's say.. an ESP); paypal is pretty awesome.

So you don’t need a Paypal Account in order to accept PayPal payments through paddle? How is that possible?

That's a strict no-no if you are using paypal. People get banned for doing it and cry around. Paypal has clearly mentioned this in their acceptable use policy, which you can find here.

Yup, that's the one you should be worried about. I really dunno which payment gateway works for these businesses. So, I will refrain from suggesting you something.
