For T1 I'm using a mix of PBN (websites, not just post) and web 2.0.
But now, which links to use for T2?

still web 2.0s, article directories, profiles, maybe some .edu profiles, too, social signals definitely (pins, facebook likes and shares, tweets / retweets, instagram, etc)... maybe also use a links indexer, too... just for double safety

in addition to what @tazarbm mentioned, through in some URL shortners for tier 2, and create links to those url shortners. also take a look at PDF doc sites like docdroid and edocr

if you want to get really creative
money site <-- tier 1 <-- tier 2 <-- URL shortners <-- URL shortners again <-- GSA blast

I have tried guest posting. If you have budget constrains then go accordingly. And for Tier 2 you don't need to invest a huge amount.

Tier 2 - Wiki links, Blog comments, Bookmarking, Social signals

Diverse links from excellent web 2.0 articles, social bookmarks, and profile links

This is what I prefered and used .
Try on this will get good result.

Mostly, Tier 2 links from social bookmarking, cheap guest posting, blog commenting, free guest posting, forum links.

Well it depends.

Is it some parasite-grade T1 link? If so then most spammers will blast away at T2.

OTOH if T1 is a so-so then don't overdo it on T2.

For Tier 2 blog commenting, bookmarking are great and fairly easy to do. Depending on the quality of your Tier 2's you can do guest posting...but I'd generally keep those (especially authoty ones) for my Tier 1's.

+1 one for this
also, don't go for social signals unless you're using them for indexing, it will be a waste of money as they have little to no value for SEO purposes, just another myth
I accept this. But it mostly depends on quality. Tier 2 links mostly come from less quality sites than tier 1 links.

You can use web2.0, social signals, profile links, bookmarking is one way.
If u want to spend some money then go with guest posting. But one thing is that don't spend high amount for T2 links
