Out of cold fusion, jsp, perl, PHP which is the best??

PHP and MySQL in my opinion. PHP is used by 81.7% of all websites according to w3tech for good reason, its easy to learn and incredibly powerful. Coupled with frameworks like CodeIgniter, Laravel or Symfony2 there isn't much you can't do.
