what i was trying to say is that there are lot of options out there, i run diet , skin, muscles (all Blackhat) on FB daily and getting much better results .. and on the other hand i dont really sure how much ROI we can do with TS, so may be TS is better than them ..

Yeaaa, most spy tools are no longer working and the ones which are working are not good enough.
Spy manually by creating fake profiles on fb.
yea thats true, am using adfox , its not good enough, waiting for any new tool for this in market ! will make new profiles with my target countries, lets see !

That's the best strategy for now,

If you are asking this question, you'll be classified as "noob" user because you are asking such a stupid question- no cloaker will work for you.
No cloaker is specifically designed for running tech campaigns and cloaking is the easier part.
Do you even know what keywords you'll be targeting?
Or how you'll be making multiple ad accounts?
If the answer is no, well, you can't cloak successfully.
