USA people will pay the most for such courses. They have paying capacity. You can keep the price of the course high because the CPC for such an audience will also be high.

I don't think both dots will connect. You're aiming for low cpc countries and want them to buy IM courses, I don't think these audience would buy. You can target south american countries which might give you relatively good results.
